The Union Ministry of Home Affairs (MHA) issued the guidelines.

According to the guidelines, sports, entertainment, religious, political functions, among other congregations, will be permitted with a ceiling of 100 people, with effect from September 21, announced the Centre in Unlock 4 guidelines, opening up more activities in areas outside containment zones. Metro services too will resume from September 7 in a graded manner.”

However, the Centre noted that strict enforcement of lockdown in containment zones will continue till September 30.

Schools, colleges, educational and coaching institutions will continue to remain shut for students and regular class activity up to September 30. Online/distance learning will continue to be permitted and shall be encouraged, said the government.

Open air theatres will be allowed to open with effect from the 21st of September 21.

Cinema halls, swimming pools, entertainment parks, theatres (excluding open air theatre) and similar places will continue to remain shut.

International air travel is also not allowed.

Within the containment zones, strict perimeter control shall be maintained and only essential activities will be allowed.

The advisory also noted that states will not impose any local lockdown outside containment zones.
