Mr. Ravi Shankar Ayyanar, the Additional Director General of Andhra Pradesh Police clarified the recently imposed Government Order (GO) 1, restricting public meetings and rallies in Andhra Pradesh.

Mr. Ravi Shankar Ayyanar on the 11th of January, Tuesday, said, in the GO issued by the Yuvajana Sramika Rythu Congress Party (YSRCP) led Government, there is nowhere mention to ban public rallies and meetings.  He further states, the Y.S. Jagan Mohan Reddy led Government clarified to not allow such public rallies on roads, but exempted public grounds.

Making the GO 1 clear, DG Ravi Shankar Ayyanar said, political parties and organisations could hold public rallies and meetings at public grounds, instead of on streets with valid permission.  He added, concerned with the GO 1, now organisers need to seek a permit to hold any kind of rallies and political meetings involving the public in the State.

The Andhra Pradesh Police would inspect the venue, the number of people invited or allowed to attend the meeting and other arrangements and would give a permit.  He further added meetings could be conducted in the grounds to avoid inconvenience to the people.

The clarifications were made during a press meet at Mangalgiri Police Station.  Addressing the media, Mr. Ravi Shankar Ayyanar said, “Meetings and rallies can be organised in the state. In rare and exceptional cases, permission will be given for conducting the rallies and meetings on the roads.”

It is to be noted, after two different stampede incidents in Andhra Pradesh, during a public meeting, the ruling government issued a GO 1, and restricted public meetings and rallies on roads.  The GO 1 created controversy and gained a lot of criticism from the opposition political parties, the Telugu Desam Party, the JanaSena Party and the Bharatiya Janata Party (BJP.)

Disappointed with the GO, the TDP and the JanaSena Party even decided to move the High Court against the order.

However, now the State Police has clarified the orders issued by the Andhra Pradesh Government and confirmed the possibility of holding rallies and meeting, after permission.
