On the 22nd of January, Shariff Mohammed Ahmed, the Chairman of the Legislative Council, decided to refer the A.P., Decentralisation and Inclusive Development of All Regions Bill, 2020 and the A.P., Capital Region Development Authority (Repeal) Bill, 2020 to a select committee under Rule 154 of Council Business Rules.

Though the Yuvajana Sramika Rythu Congress Party (YSRCP) opposed the decision and argued, the Chairman, who is authorised to take a decision, used his discretionary power and announced his decision. 

Generally, any bill is sent to a panel or a committee after voting on the same takes place.  However, in this case, the A.P., Legislative Chairman, with his power, decided to send the two Bills to the select committee.  The State Government is not allowed to challenge his decision. 

On the 22nd of January, the A.P., Assembly session witnessed heated arguments.

An official of the state legislature, who wished to remain anonymous, said the legislature would soon constitute a committee, which would have members of the Telugu Desam Party (TDP) too. 

Meanwhile, the YSRCP ministers tried hard to stop the Chairman from sending the Bills to the select committee. 

Buggana Rajendranath Reddy, the Finance Minister of Andhra Pradesh, said, “He was clearly influenced by TDP president and opposition leader N Chandrababu Naidu, who was sitting in the visitors’ gallery and giving directions to the chairman.”

Amid the intense  proceedings, Shariff Mohammed Ahmed adjourned the session sine die. 

The decision to send the 2 Bills to a committee is said to be a relief to the people and farmers protesting against them as it would halt the developments of the new State capitals. 

The committee would conduct in depth research, public hearings and then, after all this, submit a report.

The committee would soon be constituted.
